Our Leadership

Bayshore Medical Center, an HCA-affiliated hospital, is lead by a team of more than 1,500 employees and 250 physicians. Supporting this team is an impressive board of trustees that includes highly respected physician and community business leaders.

Our board of trustees helps evaluate the hospital's delivery of health care and helps develop new programs that ensure our patients receive the most advanced, cost-effective health care close to home. This is a combined board between both Bayshore Medical Center and East Houston Regional Medical Center.

Meet Our Board

Jeffrey Holland, CEO

Bayshore Medical CenterJeffrey Holland a 30-year veteran of the hospital industry, currently he currently serves as CEO of Bayshore Medical Center and East Houston Regional Medical Center.

Holland joined Bayshore Medical Center in 2006 after serving nearly 10 years as CEO of West Houston Medical Center, which was named first in the HCA Gulf Coast Division for employee satisfaction and consistently ranked in the top 10 among the 200 hospitals operated by Hospital Corporation of America (HCA). In 2008, Holland took over leadership of Bayshore's sister facility, East Houston Regional Medical Center, when the two facilities merged operations.



John Armour, Chief Financial Officer

John Armour graduated with a bachelor’s from Southern Arkansas University. He started his career at HCA in 1996 and has accumulated notable experience in financial operations, ethics compliance and leadership while working in several of the HCA Gulf Coast hospitals, including Rosewood Medical Center, West Houston Medical Center, Fort Bend Medical Center, The Woman’s Hospital of Texas, Texas Orthopedic Hospital and East Houston Regional Medical Center. John and his wife, Kelli, have one daughter.


Liisa Ortegon, Chief Nursing Officer

Mrs. Ortegon has been employed by Healthcare Corporation of America (HCA), the parent company of Bayshore Medical Center, for almost 20 years. She has notable experience in clinical, risk management and leadership in the San Antonio, Nashville and Gulf Coast Division markets. Liisa received her bachelor’s degree from the University of Texas Health Science Center, and her master’s degree from the University of the Incarnate Word, where she graduated magna cum laude. She was named a Wharton School of Business Fellow for 2010. Liisa and her husband, Steven, have one son.


Jeanna Barnard, FACHE, Chief Operating Officer

As the newest team member to the Bayshore executive team, Jeanna Barnard brings 15 years of experience and solid record of achievements to Bayshore from her previous experience at East Houston Regional Medical Center and San Jacinto Methodist Hospital. She earned both her master’s and bachelor’s degrees from the University of Houston-Clear Lake and is a Fellow of the American College of Healthcare Executives. Jeanna and her husband, Barry, have three children.


Dr. Charles Bessire

Dr. Charles Bessire has been in family practice for more than 47 years and is the medical director at Lubrizol. Dr. Bessire has held numerous leadership positions at Pasadena General Hospital and at Bayshore Medical Center, including chief of staff and chairman of the department of family.

As part of his extensive community involvement, he has actively participated in the Harris County Medical Society; the Gulf Coast IPA; the Harris County Medical Society; TEXPAC; MCIC; EXCEL IPA; Director of Public Health for the City of Pasadena; Medical Director of Pasadena CARE; the Texas Medical Center; the Houston Museum of Natural Science; the Gulf Coast Regional Blood Center; and the Utilization Review and Pre-certification Cap Care Texas.

Dr. Bessire was born in the Texas Hill Country. He is a graduate of The University of Texas Medical Branch in Galveston and served as an Army Flight Surgeon for two years. He is a member of the American Medical Association; Texas Medical Association; Harris County Medical Society; American Academy of Family Physicians; Texas Academy of Family Physicians; American Board of Quality Assurance and Utilization Review Physicians; Diplomat of the American Board of Family Practice; and a Fellow of the American Academy of Family Physicians.

He and his wife, Lily, have been residents of the Pasadena area for many years and have two children.


Mike Cade

Mike Cade is the president/CEO of C&L Financial Group Inc. and co-owner of Baywood Country Club. A passionate and devoted community member, Mr. Cade is a current member or past member of the following organizations:

  • Society of Petroleum Engineers, Houston Geological Society
  • La Porte, Clear Lake, Pasadena and Deer Park Chambers of Commerce
  • Pasadena Rotary Club and Bay Area Houston Economic Development
  • Pasadena Citizen’s Advisory Council

  • San Jacinto Day Foundation
  • Bridge for Battered Women, Boy Scouts of America and Strawberry Festival

Mr. Cade’s numerous awards include: Rotary’s Paul Harris Fellow, Pasadena 2000 Citizen of the Year, and USAF Airman of the month and quarter. He is known for his expertise in organizing charity golf tournaments.

His wife is the CFO C&L Financial Group Inc., and they have 3 children and one grandson.


Lorie Cram, M.D.

Dr. Lorie Cram practices family medicine at East Houston Regional Medical Center and St. Joseph Medical Center. She is a fellow of the American Academy of Family Medicine and has lived most of her life in Houston.

She received a bachelor’s degree from Baylor University, then worked in molecular biology research before attending medical school. She graduated from University of Texas Health Science Center, Houston and completed her residency and training at St. Joseph Hospital in Houston, where she served as chief resident. She earned her MBA from University of Texas at Dallas.

Dr. Cram is a member of the Harris County Medical Society, American Academy of Family Medicine and the Texas Academy of Family Medicine.


Serita Dickey, R.N.

Serita Dickey, R.N. is director of SACS Compliance and associate dean of the health sciences and business division of San Jacinto College. Prior to these posts, she served as Department Chair of Vocational Nursing program, Assistant Program Coordinator for Vocational Nursing program, and Instructor of Vocational Nursing.

She previously worked for the Harris County Psychiatric Hospital in forensics, psychiatry and intermediate care surgery.

She is a member of the Texas Association of Vocational Nurse Educators, the Bayou Council of Vocational Nurse Educators, Sigma Theta Tau, International Nursing Honor Society; Kappa Delta Pi; Texas Association of College Technical Educators; and National Association of Instructional Administrators. Her community involvement includes Violence Against Women and the Galena Park ISD Health Services Advisory Committee.

Dickey earned a bachelor’s degree from the University of Texas School of Nursing at Houston and a master’s degree from Texas Women's University. She is married to Horace Dickey, a retired deputy sheriff; they have two children and five grandchildren.


Patricia Janki, M.D.

Dr. Patricia Janki is a board-certified family physician and the medical director of her own occupational medicine, travel medicine and family practice. She works closely with the industrial community of the Houston Ship Channel. She has been a private practitioner in east Houston for 10 years.

Dr. Janki is a member of the American Medical Association, the Texas Medical Association, the Harris County Medical Society, the American Association of Family Practice, the American College of Occupational and Environmental Medicine, the British Royal Society of Primary Care Physicians, the American Society of Tropical Medicine and Hygiene, The International Society of Travel Medicine, the Houston Safari Club for Wildlife Preservation, Doctors for Borders and the Houston International Society. She is a distinguished fellow of the American Academy of Cardiology.

She received a physician assistant degree from Baylor College of Medicine, her medical degree from the University of Texas Medical Branch in Galveston, her family practice residency at St. Joseph's Hospital in Houston. Dr. Janki was born in Guyana, South America.


Dean Nasser, M.D.

Dr. Dean Nasser is originally from South Florida. He holds a B.A. in Economics from Dickinson College in Carlisle, Pennsylvania and received his Doctorate of Medicine from the University of Miami Medical School in 1998. Dr. Nasser completed his internal medicine residency training at the University of Texas Health and Science Center in San Antonio, Texas, and he finished his fellowship in Pulmonary and Critical Care at Tulane University Health and Science Center in New Orleans, Louisiana.

He has been dedicated to community service for many years, particularly as an advocate on the risks of tobacco use and a speaker in smoking prevention campaigns for high school students in programs such as STATS (Students Against Teen Smoking). He has provided medical care to the homeless population of Miami, Florida through the Camilus Health Concern program and has also participated as committee member and Chairman of the University of Miami Florida Keys Health Fair, providing health screening services to underserved populations in the Lower Keys areas.

While practicing in Houston for the last several years, he has participated in a variety of fundraising activities for humanitarian, environmental and medical causes. He is a member of the American Council of Chest Physicians and the Harris County Medical Society. Dr. Nasser has been the Chairman of the Critical Care and ICU Committee for The Woman's Hospital of Texas since 2006 and was the Chairman of the Internal Medicine Department for 2007 at East Houston Regional Medical Center. Since 2008, Dr. Nasser has been the Vice Chief of Staff for Bayshore Medical Center and East Houston Regional Medical Center and a member of the Board of Trustees for Bayshore Medical Center.

Dr. Nasser is married to Dr. Alana Kennedy Nasser, a pediatric hematologist-oncologist, and they have 4 children and reside in the Greater Houston Area.


Wayne Oquin

Wayne Oquin was born and raised in the North Channel Area. He is a graduate of North Shore High School. He attended San Jacinto College North and is a veteran of the United States Navy.

He has been President of North Channel Travel since 1979. He has served as President and CEO of the North Channel Area Chamber of Commerce from 1991 to 1996 and from 2000 to the present. Wayne is a member and past President of the North Shore Rotary Club, former Board Member and two time President of the Galena Park ISD Board of Education, a member of the Economic Alliance of the Houston Port Region Board and a former vice chairman of the East Houston Regional Medical Center Board of Directors, as well as an active participant in his church and the North Channel Area Community.

Wayne is married to Lisa Oquin. He has two grown sons and two daughters.


The Honorable Mike Parrott

Judge Mike Parrott was born and raised in Galena Park, Texas and attended Galena Park High School and University of Houston. He is a member of Holy Trinity Methodist Church and he married his high school sweetheart, Deby. They have two children and one grandchild. He is a lifetime resident of the Galena Park/North Shore area and is proud of his community. He and his family are all graduates of Galena Park ISD. Judge Parrott's wife teaches at Sam Houston Elementary, his son teaches at North Shore High School and his daughter teaches at North Shore Middle School.

Judge Parrott worked for the Precinct Two Harris County Commissioner for 18 years as the Superintendent of Parks prior to his election. He was elected Harris County Justice of the Peace Court, Precinct 3, Place 1 on January 1, 1993. He now presides over the 4th largest JP court in Harris County. He is very active with the youth in our community and believes that motivating students to learn is the key to their future. In 1993, he kept his campaign promise and implemented a Teen Court Program for area students. He is still committed to this program and now has students participating from North Shore High School, Humble High School, Channelview High School, Smiley High School, Forest Brook and Sheldon High School. He is proud to say that three members of his Teen Court have gone on to become attorneys; two work for the Harris County D.A.'s office and one for a private firm.

Judge Parrott is affiliated with the following professional organizations: East Houston Regional Medical Center Board, Jaques Demolay Masonic Lodge #1390, 32nd Degree Scottish Rite Valley of Houston, North Channel Chamber of Commerce, Baytown Chamber of Commerce, Highlands Chamber of Commerce, Crosby/Huffman Chamber of Commerce. He was also past President of the following organizations: Wendel D. Ley YMCA, Galena Park Chamber of Commerce, and North Channel Optimist club. He is a past member of the Boys and Girls Harbor Board, Chairman of the Raven District for the Boy Scouts of America, Grayson Community Center Advisory Board, East Harris County Senior Citizens Board, and the Soccer 2000 Board. Judge Parrott has received the following honors: the Paul Harris Fellow Award from the North Shore Rotary; the Masonic Community Builder Award, a Lifetime Membership of the Parent-Teachers Association, the Man of the Year Award from the Galena Park Chamber of Commerce, the YMCA Clyde Speed Award, the Galena Park Chamber of Commerce Outstanding Sportsman of the Year Award, and the North Channel Optimist of the Year.


Dana Philibert

Council member Dana Philibert was born in Houston, Texas in 1967 and has been a Pasadena resident for more than 30 years. Council member Philibert graduated from South Houston High School before completing her bachelor's degree from Texas A&M University in 1989. Shortly after, Dana married her high-school sweetheart, Bill Philibert, and the Philiberts have three children.

As president of the Philibert Insurance Agency, Inc., she is active in both professional and civic programs. She serves on the Board of Directors of the Pasadena Rotary, on the Board of Trustees of Bayshore Medical Center, and on the Executive Board for the Pasadena Chamber of Commerce. She is also the incoming president of the Pasadena ISD Education Foundation and a founding member of the Economic Alliance - Port Region. Dana is lifetime member of the Pasadena Livestock Show and Rodeo serving on the Equine Committee for over 10 years and is a member of the Pasadena Historical Society. She is also a member of the Texas Invitational Steering Committee and the past-president of the Pasadena Pet Adoption. Dana was selected as South Houston High School's "Outstanding Alumnus" and was the 2006 recipient of the "Small Business of the Year" from the Chamber of Commerce. She serves her religious community as a board member and Sunday school teacher. Dana has served as president of the San Jacinto Association of Insurance and Financial Advisors and as a Board Member for the San Jacinto YMCA. She has been a Chamber Ambassador, H.O.S.T.S mentor, and a Strawberry Festival volunteer.


Beckie Stockstill-Cobb

Helping people and small business owners has been a lifelong career for Beckie Stockstill-Cobb. Beginning with 20 years in the banking industry, she then changed directions to Stockstill & Associates Insurance Agency in 1999. Her agency specializes in health, life, dental, long-term care, and disability benefits, as well as IRA's and retirement plans for groups and individuals. She is a licensed Health and Life agent, has Certified Benefit Consultant and Senior Benefit Specialist designations, holds a Series 6 Security License and is a member of the National Association of Health Underwriters.

Mrs. Stockstill has been active in the Deer Park community for over 25 years. Her involvement with the Deer Park Chamber of Commerce includes serving on the Board of Directors twice, being part of the Ambassadors for over 20 years and has chaired numerous committees. She is also an active member of the Deer Park Rotary, Pasadena Chamber of Commerce, and serves on the Pasadena Bayshore Medical Center Board of Trustees.

Mrs. Stockstill is presently serving her third term as Councilmember, Position 5, for the City of Deer Park, which is very dear to her heart. She has chaired the Economic Development committee, currently chairs the Historic/Tourism committee for the City, serves on the Revitalization committee and is active in County, State and National associations for municipal government. Mrs. Stockstill is diligently seeking to make sure that growth and change has a positive outcome in her City.

Mrs. Stockstil is married to Johnny Cobb. Their family includes four daughters and two granddaughters.


Susan B. Streusand, M.D.

Dr. Susan B. Streusand is a board-certified pathologist and has a private practice of anatomic and clinical pathology in Pasadena.

Dr. Streusand is a member of the Harris County Medical Society, the American Medical Association, the College of American Pathologists, the American Society of Clinical Pathologists, the Texas Society of Pathologists, and the Texas Medical Association.

She earned her bachelor’s degree from Washington University, St. Louis, and her medical degree from Baylor College of Medicine in Houston. She was born in Fort Smith, Arkansas.


Nelda Sullivan

Nelda Sullivan, retired assistant vice president and branch manager of Southwest Bank of Texas-Shaver Branch, has 40 years of banking and management experience. She was first elected to the Pasadena ISD School Board position in January of 1993 and has served continuously since that time and on May 9, 2009 was elected to an additional three year term. This election falls under the scope of the Texas Election Commission. PISD is the 11th largest school district in the state of Texas, with over 51,000 students and 7,000 employees.

Her involvement in civic activities includes leadership roles on the Board of Trustees Bayshore Medical Center of which she is immediate past president. Other activities include past leadership roles in South Pasadena Rotary, Soroptimist International of Pasadena, Pasadena Philharmonic Association, North Pasadena Business Association, the American Heart Association and Boy Scouts of America. She is an active member of Sunset United Methodist Church, the Pasadena Police Academy Advisory Board, the Pasadena-Hadano, Japan Sister City Association (serving as a host family on numerous occasions), and she is a graduate of Class #2 of the Pasadena Citizens Police Academy.

Nelda was honored as Citizen of the Year by the Pasadena Chamber of Commerce in 1993, and honored in 1993 as a Woman of Excellence by the Houston Federation of Business Women. She was also awarded a Congressional Certificate by the 29th Congressional District of the State of Texas in 1995 for outstanding volunteer service to the cities of Houston and Pasadena. In 1990, she was named Volunteer of the Year by the East Harris County Division of the American Heart Association. In addition, she is a Rotary Paul Harris Fellow.

Married to Charles A. Sullivan, a retiree of Albemarle Corp., Nelda is a mother of three, grandmother of seven and great-grandmother of one.


Dr. Michael Sandlin Sweeney

Dr. Michael Sandlin Sweeney is a board-certified thoracic surgeon. He performed Florida's first heart, heart-lung, and piggyback heart transplants in 1985.

He is fellow of the American College of Chest Physicians, the American College of Surgeons and the Texas Surgical Society. His many memberships include: the American Society of Artificial Internal Organs, the American Society of Transplant Surgeons, the Denton A. Cooley Cardiovascular Society, the Houston Surgical Society, the International Society of Endovascular Surgery, the International Society for Heart and Lung Transplantation, the Johns Hopkins Medical and Surgical Association, the Society of Thoracic Surgeons, the Texas Medical Association, the Texas Transplantation Society, and The Transplantation Society.

He also serves civic groups in many capacities including: the American Heart Association; LifeLink, Inc.; the National Organization for Transplant Enlightenment; LifeGift; the Pan American Youth League; the Silver Spurs; the advisory board for U.S. Congress 14th District Republican Mac Sweeney; and the University of Texas Ex-Student's Association.

Dr. Sweeney received a Ph.D. in medicine from Baylor College of Medicine; completed his internship and residency at The Johns Hopkins Hospital, a fellowship in reconstructive surgery at the Cardiovascular Research Center in Seattle, Washington, and a residency in thoracic and cardiovascular surgery at the Texas Heart Institute.

Dr. Sweeney was born in Wharton, Texas, and is married to Dr. Sharon Hymes Sweeney. They have four children.


Maura Walsh, President, HCA Gulf Coast Division

Bayshore Medical CenterMore than 12,600 employees and 3,500 affiliated physicians share a unified commitment to the health of our communities. Across geography and medical specialties, the HCA Gulf Coast Division is creating a continuum of services that supports optimal quality care.

President of the Gulf Coast Division of HCA, Maura Walsh, is committed to continuing HCA’s legacy of excellent and compassionate care. Exemplifying a grass roots approach to understanding her communities’ healthcare needs she participates actively as a Board Member within local organizations including: American Heart Association and the Greater Houston Partnership. Maura is a Fellow in the American College of Healthcare Executives and serves on the American Hospital Association Governing Council.

With a major presence in Houston and South Texas, our services have a far reaching impact on the care provided within these communities. Our family of 12 hospitals includes: Bayshore Medical Center/East Houston Regional Medical Center (a campus of Bayshore Medical Center), Clear Lake Regional Medical Center, Conroe Regional Medical Center, Corpus Christi Medical Center, Kingwood Medical Center, Mainland Medical Center, Rio Grande Regional Hospital, Spring Branch Medical Center, Texas Orthopedic Hospital, The Woman’s Hospital of Texas, Valley Regional Medical Center and West Houston Medical Center. Care is also enhanced by 7 ambulatory surgery centers, 4 HealthOne Emergency Care Centers and the HealthOne Regional Transfer Center, which coordinates ground and air patient transportation.

HCA Gulf Coast Division is growing to meet the needs of our communities. Recently, West Houston Medical Center broke ground on a project to increase services and add more than 95,000 square feet of new construction and 33,000 square feet of renovations. Kingwood Medical Center is also expanding adding 54,000 square feet, two new floors and 56 private beds with telemetry capabilities in 2010. The Woman’s Hospital of Texas completed the construction of a 92-bed patient tower in 2009 and we continue to grow our 6 open heart surgery programs while facility and technological improvements are ongoing across the system. The concept of technologically-advanced care delivered with compassion, and created to meet each patient’s individual circumstance, is the cornerstone of our mission to put patients first.
